RCDSMM Awarded Funding

The Resource Conservation District of the Santa Monica Mountains (RCDSMM) has been awarded $500,000 in Measure A funding to advance the Topanga Lagoon Restoration Project—a multiagency effort led by RCDSMM, Los Angeles County Department of Beaches and Harbors (DBH), California State Parks, and Caltrans to restore coastal habitat, improve public access, and address long-standing challenges at Topanga Beach.

Topanga Beach, which attracts nearly one million annual visitors, has faced challenges over the past two decades from coastal erosion, aging infrastructure, and recent damage from the 2025 Palisades Fire. Planned improvements include mitigating erosion and sea-level rise, enhancing emergency response with an FAA-approved helipad, upgrading transit stops and parking, and expanding the usable beach area by one acre to benefit both visitors and habitat.

“LA County’s Third District is proud to support the continued restoration of Topanga Lagoon. This investment advances the long-term resilience of our coastline, expands access to nature and recreation for our communities, and protects vital ecosystems as we confront the climate crisis,” said Supervisor Lindsey P. Horvath. “I am committed to maintaining this momentum and working in partnership to move this project toward construction and ensure it becomes shovel-ready.”

Measure A, approved by nearly 75% of Los Angeles County voters in 2016, provides dedicated funding to improve public parks, beaches, and open spaces. This latest round of competitive grant funding will distribute more than $78 million to 48 organizations, cities, and agencies working to enhance access to nature and strengthen environmental sustainability across the region.
